JANUARY CONTAINS many memorable days of observance related to the field of criminal justice. One, in particular, is the Emancipation Proclamation on the 1st. It is easy for this observance to be upstaged by the Eve and Day celebrations associated with the New Year, understandably since it is not recognized as a Federal holiday. On January 1, 1863, President Abraham Lincoln issued the Emancipation of Proclamation [hereafter EP] as our Nation approached its third year of the Civil War. The EP declared that all persons held as slaves within the rebellious states that seceded from the United States “are, and henceforward shall be free (National Archives-EP). Today the five-page hand-written EP stands second to none among the all-time significant documents for human freedom, equality, and justice.
