The Stafford County Board of County Commissioners met in regular session on Wednesday, September 6, 2023, in the Commission Room in the Annex. Chairman Garner called the meeting to order at 8:30 a.m. Present: Bryce Garner, Todd Wycoff, and Jim Stanford.
At 8:30 a.m. the Revenue Neutral Rate hearing commenced for the 2024 Stafford County and Stafford County Fire District No. 1 budgets. There were two citizens present: Ed Fox, Brian Lickiss. Chairman Garner explained the Revenue Neutral Rate and the commissioners addressed questions.
Commissioner Wycoff moved, and Commissioner Stanford seconded, to adopt Resolution 2023-18, A resolution of Stafford County, Kansas to levy a property tax rate exceeding the revenue neutral rate. Motion carried 3-0. The regular budget hearing was then held. There were no citizens present.
Commissioner Wycoff moved, and Commissioner Stanford seconded, to approve the 2024 budget as presented. Motion carried 3-0.
Carl Miller, Appraiser, presented the commissioners with the compliance report from PVD and went over the results. Carl also presented step increases for Marilyn Grizzell and Chrissy Green. Commissioner Wycoff moved, and Commissioner Stanford seconded, to move Chrissy Green from Range 7, Step 5 $18.31; to Range 8, Step 5 $19.47; effective 09-01-2023. Motion carried 3-0. Commissioner Wycoff moved, and Commissioner Stanford seconded, to move Marilyn Grizzell from Range 8, Step 8 $20.74; to Range 9, Step 8 $21.84 effective September 1, 2023. Motion carried 3-0.
Commissioner Garner moved, and Commissioner Wycoff seconded, to recess to executive session for 5 minutes pursuant to the non-elected personnel exception to discuss non-elected personnel. Motion carried 3-0. In at 9:18 a.m. Out at 9:23 a.m.
Vanessa Cornwell and Lisa Milton, Treasurer Department, presented the list of properties eligible for tax foreclosure. The disposition of outstanding aged tax warrants was also discussed, and decisions were made regarding abating and reviving the warrants on the list.
Commissioner Wycoff moved, and Commissioner Stanford seconded, to approve the minutes from the August 30th session. Motion carried 3-0.
Commissioner Wycoff moved, and Commissioner Stanford seconded, to approve and sign the order vacating the road located between Sections 2 & 3, Township 23, Range 13 in St. John Township. Motion carried 3-0. Commissioner Wycoff moved, and Commissioner Stanford seconded, to adopt
Resolution 2023-16 declaring that section of road closed effective September 6, 2023. Motion carried 3-0.
Resolution 2023-17 declaring The St. John News as the official county newspaper for the remainder of 2023 was signed.
